69a. Two different legal regimes
When entering Turkey with a foreign-plated vehicle, two distinct legal frameworks apply. Not knowing which one governs your situation can lead to serious fines, vehicle confiscation, and customs duty assessments that can exceed the vehicles market value.
Regime 1 – Tourist Temporary Entry: For foreigners residing outside Turkey who enter with a vehicle registered in their name. The vehicle is recorded in the passport and must be taken out of the country within the permitted period.
Regime 2 – 730-Day Temporary Import Permit (Y.T.G.G.K.): For longer stays, formal customs registration is required. The vehicle is registered at the customs directorate and a guarantee document known as the Mavi Karne is issued. This document binds you to re-export the vehicle before the deadline. If the vehicle is not taken out in time, the guarantee is forfeited and additional penalties apply.
69b. The 185-day rule – how the calculation actually works
The most common forum question: Is it 6 months or 185 days? The answer is 185 days – and the calculation method matters. To qualify as a resident abroad for vehicle import purposes, you must have been physically outside Turkey for at least 185 days within the 365 days counting back from your intended entry date. Meeting the 185-day threshold alone is not enough – you must also be able to demonstrate that you are genuinely resident outside Turkey.
Those who have used the entire 730-day temporary import allowance, or who do not meet the residency requirement, cannot bring a vehicle into Turkey until those conditions are met again. An exception applies for residents of EU and EFTA countries: they may bring a vehicle registered in those countries into Turkey once per year for up to one month.
