Article 25: Residence Permit vs Citizenship – Differences, Requirements, Costs

The basic information

Under Law No. 6458 on Foreigners and International Protection (LFIP), a residence permit is the official document issued to foreign nationals who wish to stay in Turkey. All foreigners who will stay longer than the period granted by their visa or visa exemption, or longer than 90 days, are required to obtain a residence permit. Applications are made through the e-residence system: e-ikamet.goc.gov.tr

25a. Residence permit types – official classification

According to the official classification of the Directorate General of Migration Management, there are 6 main types of residence permit in Turkey:

25b. The right permit for a foreign property owner: short-term residence permit

Foreign nationals who own property in Turkey fall under the Short-Term Residence Permit category. The official requirement is that the property must be residential in nature and used for that purpose.

Family members can also be included – spouse, minor children and dependent adult children are eligible.

Duration: Maximum 2 years at a time – renewable.

25c. Long-term residence permit – permanent residence

After staying in Turkey for a minimum of 8 consecutive years on a residence permit, it becomes possible to apply for a long-term residence permit. This permit is indefinite – it is the right to permanent residence.

Requirements:

  • No social assistance received in the last 3 years
  • Sufficient and regular income
  • Valid health insurance
  • No threat to public order or security

Rights of the long-term residence permit holder:

Almost equal rights to Turkish citizens, with the exception of military service, the right to vote and stand for election, and entry into public office.

Important: Staying outside Turkey for more than 1 consecutive year for any reason other than health, education or compulsory public service will invalidate this permit.

25d. Application requirements – short-term residence permit

  • Documents supporting the purpose of stay in Turkey (copy of title deed)
  • Accommodation meeting general health and safety standards
  • Valid health insurance (must cover the entire duration of the residence permit)
  • Address information
  • Criminal record certificate if requested
  • Passport (valid for at least the residence permit duration plus 60 days)
  • Proof of sufficient financial means

25e. Where to apply

Online application: e-ikamet.goc.gov.tr

After booking an appointment, you must attend the Provincial Directorate of Migration Management in person.

Important note: In 14 major cities including Istanbul, Ankara, Antalya and Izmir, renewal applications can be submitted directly without booking an appointment.

25f. The most commonly rejected applications – why are they rejected?

Official grounds for rejection:

  • One or more of the residence permit requirements is missing or has ceased to exist
  • The permit is found to have been used for a purpose other than its stated purpose (e.g. working on a tourist permit)
  • A valid deportation order or entry ban exists
  • A breach of the 90/180-day rule while abroad
  • Insufficient health insurance
  • Insufficient proof of income

Most common practical problems:

  • Health insurance not covering the full duration of the residence permit
  • Incomplete or incorrect address information
  • Passport expiring before the end of the residence permit period

25g. Residence permit in alanya

Alanya is within the province of Antalya. Since Antalya is among the 14 major cities, renewal applications benefit from the convenience of direct submission without an appointment. Due to the high density of the foreign population, the migration management offices in Alanya are experienced and processes are relatively quick.

Since 2022, certain districts in Turkey with high foreign population concentrations including parts of Alanya have been designated as partially or fully closed zones (kapalı bölge) for new short-term residence permit applications. This does not mean all applications are rejected, but it does mean some application types face stricter requirements or are processed differently. Property ownership in a closed zone is not automatically grounds for approval. The solution: consult a local immigration lawyer who knows the current status of your specific address. Some streets or complexes within a broadly closed zone may have different administrative treatment. Do not rely on information from other expats whose permits were approved 2-3 years ago The rules have changed.

A short-term residence permit (kısa dönemli ikamet izni) is renewable annually or every two years and does not accumulate toward permanent status on its own. After 8 years of continuous legal residence in Turkey, you become eligible for the long-term residence permit (uzun dönemli ikamet izni) which is the closest thing Turkey has to permanent residency. It is indefinite, does not require renewal, and provides stronger legal protections. Turkish citizenship requires either 400,000 USD property investment, 3 years of marriage to a Turkish citizen, or 5 years of continuous legal residence under a regular permit. These are three separate pathways with different requirements and timelines.

Act on two fronts immediately. First: keep trying the e-ikamet system (e-ikamet.goc.gov.tr) multiple times daily cancellations appear unpredictably and early morning checks are most productive. Second: visit the Migration Management office in person and explain your situation some offices accommodate walk-in appointments for urgent cases when expiry is imminent. Third: consult an immigration lawyer today, not next week. Some lawyers have expedited access to appointment slots or know of procedural alternatives for urgent renewals. Do not simply allow your permit to expire overstay status affects your ability to renew and may trigger fines.

P.S. State banks are the safest choice for official processes residence permits, title deed transfers, tax payments. But you are not limited to them. Any licensed Turkish bank works for day-to-day banking. Choose what suits you. The important thing is to have at least one Turkish bank account that you keep active not which bank it is with.

For a foreign property owner, the right path is the short-term residence permit – maximum 2 years, renewable. After 8 consecutive years you gain the right to indefinite residence. Submit your application on time, make sure your insurance covers your permit period, and give your address correctly – do these three things and the process runs smoothly.
