Article 34: Turkey Healthcare System – Step by Step Guide for Foreigners
The basic truth
Turkeys healthcare system is far more accessible for foreigners than most people expect. For approximately 20 per month, you can join the state health insurance system (SGK) and benefit from the same rights as Turkish citizens.
34a. Sgk – state health insurance
Foreign nationals who hold a residence permit, citizenship or title deed in Turkey can register with SGK (Social Security Institution).
Monthly cost: Approximately 20
In return: Unlimited state healthcare
How to register:
After receiving your residence permit or citizenship, simply go to the nearest SGK directorate and apply. The process is straightforward.
IMPORTANT: The SGK, e-Nabız and MHRS systems are only available to foreigners who hold a residence permit, citizenship or title deed. They are not available to tourists.
WORK PERMIT HOLDERS: Foreign nationals with a legal work permit in Turkey are subject to the same laws and benefit from the same SGK rights. Since a work permit serves as a residence permit, the right to access SGK, e-Nabız and MHRS is established automatically. The employer pays SGK premiums – The foreign employee may not need to make a separate monthly payment.
What sgk covers:
- All basic treatments in state hospitals
- Basic health needs for eyes, teeth and the whole body
- Prescription medicines – an SGK holder pays approximately 5 lira for a medicine that costs 500 lira without insurance
- Emergency and non-emergency situations
What sgk does not cover:
- Dental implants
- Cosmetic surgery
- Private hospital preferences
34b. E-nabiz and mhrs – digital health systems
e-Nabız: Your entire health history, test results, prescriptions and hospital records are visible on a single platform. Foreign nationals with SGK can use this system.
MHRS (Central Physician Appointment System): Appointments at state hospitals are made by phone or online. It works fully for SGK-registered foreign nationals.
Both systems are available only to foreigners with a residence permit, citizenship or title deed – not for tourists.
34c. Private health insurance – good or bad?
Private health insurance companies take two different approaches:
THE APPROACH TO WATCH FOR: Policies that offer minimum coverage just to get through the residence permit application – they look like insurance on paper but in practice cover very little.
THE HONEST APPROACH: Genuinely comprehensive private health insurance that provides detailed coverage and allows access to good service at private hospitals.
ADVICE: If you take out private health insurance, read the full policy content. Knowing what it actually covers is essential.
34d. State or private? – The right strategy
The smartest strategy in Turkey is to use state hospitals with SGK as your first choice. State hospitals provide very good service for emergency and moderately urgent situations. If you cannot find a solution there, go to a private hospital – because private hospitals are extremely expensive.
| Feature | State Hospital (with SGK) | Private Hospital |
|---|
| Cost | Very low (~20/month) | Very high |
|---|---|---|
| Emergency care | Excellent | Good |
| Routine treatment | Good | Very good |
| Waiting time | Moderate | Short |
| Foreign language | Usually available | Always available |
34e. What should an uninsured foreigner do?
- Should have arranged tourist insurance before coming from their home country
- Should register with SGK after obtaining a residence permit
- If their home country insurance covers Turkey, that is also valid
Uninsured emergency situation:
State hospitals will definitely help in an emergency – even without insurance, the emergency service will treat you. For non-emergency situations, state hospitals will direct uninsured patients to private hospitals.
34f. Is there a language barrier?
The likelihood of experiencing a language barrier in Turkey is low. It is possible to find translators, doctors and nurses who speak almost any language in both state and private hospitals. In tourist areas like Alanya this is even more common.
The 112 emergency line also provides service in foreign languages.
34g. Healthcare infrastructure in alanya and antalya
In Alanya, Alaaddin Keykubat University Hospital provides a wide range of healthcare services including comprehensive surgical procedures.
In Antalya, Akdeniz Medical Faculty is one of Turkeys most advanced and modern university hospitals. It is within reachable distance from Alanya and serves as a strong referral centre for cases requiring advanced investigation or treatment.
34h. What to do before coming to turkey
Option 1 – SGK is sufficient: Come, get your residence permit, register with SGK. Access comprehensive state healthcare for ~20 per month.
Option 2 – If you want private hospitals: Arrange comprehensive private health insurance before leaving your home country. Private hospitals in Turkey are expensive – without good insurance a serious cost can arise.
The golden balance: Register with SGK and keep your private insurance from your home country active. Two layers of protection.

P.S. A few points worth clarifying from experience. Forest land is not a grey area neither Turkish citizens nor foreigners can simply acquire it. The process involves a formal state application, approval, and payment. The same rules apply to everyone equally. On the 30 hectare limit: if your plans genuinely require more land, the corporate route is a legitimate and well-established path speak to a specialist lawyer about structuring this correctly. And on agricultural land: if the land is legally yours, you are free to cultivate it any permitted crop, any permitted use. The restrictions are about acquisition and zoning, not about what you do with land you already own legally. As always with land purchases of any kind: do not proceed without a specialist property lawyer. This is the one area where the paperwork complexity genuinely justifies the fee.
After receiving your residence permit, your first task is to register with SGK – for ~20 per month you gain access to unlimited state healthcare. Try the state hospital first; if you cannot find a solution there, go private. In emergencies, Turkeys healthcare system works far better than most people expect.
