It is a deliberate system operated by Turkeys telecommunications authority. Understanding it before it happens saves you from being cut off at the worst possible moment.
90a. How long does a foreign phone work in turkey?
When you arrive in Turkey with a foreign phone, everything works normally for the first 30 days. You can insert a Turkish SIM card, make calls, use data, and operate exactly as you would at home. On day 31, the phones access to Turkish mobile networks is blocked by the system. Only emergency calls (112) remain possible.

Here is something most people including many long-term residents do not know: foreign nationals have a right that Turkish citizens do not have.
Turkish citizens can register one foreign-purchased phone per year in Turkey. That is their limit.
Foreign nationals (yabancı uyruklu) can apply through e-Devlet (turkiye.gov.tr) for repeated extensions to use their foreign-purchased phone on Turkish networks without paying the full IMEI registration fee each time. This extension right is specifically available to foreigners and is not available to Turkish citizens.
How it works:
- Go to turkiye.gov.tr (e-Devlet)
- Search for yurt dışından getirilen cihaz or IMEI kayıt
- Select the extension application for foreign nationals
- You will need your Turkish tax number and passport details
- The extension is granted for a defined period typically 120 days
- When it expires, you apply again there is no stated limit on how many times a foreign national can renew
This means a foreign resident can legally use their own foreign phone in Turkey indefinitely through repeated extensions, without paying the full registration fee. Turkish citizens do not have this option after their annual allowance is used.
90d. Full imei registration Step by step
If you prefer permanent registration rather than repeated extensions, the full IMEI registration process works as follows:
- Tax office (Vergi Dairesi) method cheapest and most official: Attend your local tax office with your passport and phone. Request IMEI registration (IMEI kaydı). The registration fee in 2026 is approximately 3,000 to 4,000 TL. Registration is processed on the spot in most cases you leave with a confirmed registration. This is the recommended method for those planning a long stay.
- PTT method: PTT (Turkish postal service) branches process IMEI registrations. Same documents, same fee. Useful if you cannot easily reach a tax office.
- e-Devlet online method: Available for the extension process described above. Full permanent registration still typically requires an in-person visit.
What you need: your passport (original), the phone (must be present and switched on), and the registration fee in cash or card. The IMEI on the phone must match the IMEI on the box if you have it if they do not match, the phone may have been tampered with.
90e. Getting a sim card as a foreign national
Obtaining a Turkish SIM card is straightforward for foreign nationals:
- Documents required: passport only. A tax number is not required for a prepaid (hazır kart) SIM. For a contract (sözleşmeli) line, a tax number is required.
- How many SIMs can a foreigner get: in practice, each operator allows one active SIM per passport. With three operators (Turkcell, Vodafone, Türk Telekom) you can have three active lines.
- Prepaid vs contract: Prepaid SIMs are sold at operator stores, PTT branches, and many supermarkets. No commitment, no contract, top up as needed. Contract lines offer better data packages but require a 12 or 24 month commitment and a tax number.

Second-hand phone purchases carry specific risks in Turkey:
- Check the IMEI registration status before buying: dial *#06# to get the IMEI, then check it at https://www.btk.gov.tr/imei-sorgulama
